My partner is from eea and i am on monthly reporting i claimed assylum 2 months in detention centre

Hi everyone
I gave notice for marriage on 9/10/2018
I am an oversatyer my parter is from norway
I am on immigration bail go to reporting every month
I receive a letter on 21/10/18 from homeoffice not investigate my marriage
My 28 days period will finish on 7/11/18
Can i book my marriage before 28 days or i have to wait for 28 days
Can homeoffice still can do problem with my marriage
