PBS Dependent to Tier 2 General

Continuing the same thread, its mentioned that there is no cooling off for PBS dependent, i want to seek further clarification please.

I was on tier 2 ICT and then switched to PBS dependent. If the new employer in the UK is willing to sponsor me for tier 2 general, can I be eligible for tier 2 General without waiting for cooling off to be over!

You cannot 'switch' to Tier 2 General. Switch means applying within the UK. You would have to apply for Tier 2 from home country and yes, you have to wait 12 months on PBS Dependent visa, counted from the date the dependent visa was issued, before you can apply for Tier 2 General and meet all the requirements.
