The UK application form for this card asks if the applicant has held one of these cards with biometric features before. Does having one issued in another country help or hinder? How much so? Can biometric be just a photo?

Another question: can an EEA family permit holder stay in the UK for 6 months even if they stated in their application that they intended to stay for just a few weeks? Or is it rigid and the holder can only stay for the duration specified on their application?

Does the UK allow you to apply for an EEA family permit while you have family residency card application being processed in another EU country? Namely Spain.
