Ben: I thought it was pretty ambiguous and open to interpretation in the Directive itself, but the 2 documents (Guidance on Directive 2004/38/EC, Guide to Directive 2004/38/EC) are both pretty clear on what is meant. I did see them telling students who came in that they wouldn't be dealt with until 9AM all right. They were sent away from the ticket desk without a number until after 9. I'd recommend arriving at 7:00 to get a number at 7:30 when the door opens. It depends on which queue you are joining. No, not personally. We're also waiting for that stage. From what I've read in other threads here, it seems to be Tax details (P60 / P45 / End of Year Tax Details). I'm not sure how relevant these are for Spouses of Irish citizens as they are not being considered due to employment status in the count...

I don't think its got anything to do with race, colour etc. Its because of their LEGAL STATUS. The same would occur if the non national was American who has no entitlement to Irish/EU citizenship (i wonder though) If you look at INIS, it has, for years made its position very clear on this position....
