Easy option is to go straight for ILR as you can apply 1 month before your 10 yrs (ie 9 yrs 11 month) since your friend came to uk in Jan 2003 and has visa till Dec (Assuming end of DEC) he should apply for his ILR under 10 year Rule.

Don't even think of applying! Your fault : PSW closure has been announced nearly a year ago now, you should have started maintaining funds a lot earlier. Have you got a different bank a/c either in uk or abroad with relevant funds?
