This is not my experience but this is in EU regulations.any gap less then 6 months would not effect in EEA3/4 applications.

If your partner is in the uk and working as a self employed then re apply with supporting documents.and I am hope full this time you will attach his/her ID as well.this is the best option other wise if they arrest you then you will be in trouble.so time is short now.re apply RC as soon as possible.
